The Help Ensure Lower Patient (HELP) Copays Act has been reintroduced in the 119th Congress and requires health plans to apply the value of copay assistance programs—including coupons and discount cards—toward patients’ deductibles and out-of-pocket maximums.

The bill:

  • Aims to reduce financial burdens on patients, especially those with chronic illnesses or high-cost medications.
  • Seeks to ensure that patients receive the full benefit of manufacturer assistance programs.
  • Would apply to both private health insurance and marketplace plans.
